The applicant intends to comply with these requirements. <br /> d. Traffic: Based on the applicants' existing office use, it is anticipated that <br /> approximately ten (10) trips per day would be generated. Since the project <br /> is still in its conceptual stage and other specific commercial uses have not <br /> been identified, trip generations for the remainder of the building have not <br /> been determined. As the proposed structure is below the minimum <br /> required through the concurrency sections of the code, a traffic study was <br /> not performed. <br /> e. On -site and off -site infrastructure: In addition to the necessary parking <br /> requirements, the applicant will provide for on -site driveways and internal <br /> circulation, sewage, drainage, water and other utilities. Off-site <br /> infrastructure such as curbs, gutters, sidewalks, turn lanes and sibmage will <br /> be provided as required by the appropriate government agencies. <br /> IV. CONFORMANCE WITH STATE AND COUNTY PLANS <br /> a. State land Use Designation: The subject parcel is situated within the <br /> State Land Use Urban District. The proposed land use Commercial <br /> Neighborhood zone designation is consistent with the Urban district <br /> designation and does not require a Boundary Amendment. <br /> b. Chapter 205A, Coastal Zone Management: the proposed project would <br /> not be contrary to concerns of the Coastal Zone Management as it would <br /> not interfere with public access to the shoreline, scenic and open space <br /> resources since it is approximately a mile inland from the coast. It would <br /> provide additional view planes to scenic Hilo bay due to the elevated <br /> sloping topography. <br /> c. County General Plan: Applicable goals and policies from the Land Use <br /> Element of the General Plan include: <br /> • Designate and allocate land uses in appropriate proportions <br /> and mix and in keeping with the social, cultural, and physical <br /> environments of the County. <br /> • Zone urban-types of uses in areas with ease of access to <br /> community services and employment centers and with <br /> adequate public utilities and facilities. <br /> • Allocate appropriate requested zoning in accordance with the <br /> existing or projected needs of neighborhood, community, <br /> region and County. <br />
