Kenoi dated <br />November 30, 2009, presents a Request for a Change of Zone from Single Family Residential <br />7,500 square feet (RS -7.5) and Multiple - Family Residential — 1,000 square feet (RM -1) to <br />Multiple - Family Residential— 1,500 square feet (RM -1.5) at Kukuau 1 South Hilo, Hawai`i, <br />covered by tax map key: 2 -4- 025:048, 053, and 80, for parcels which total approximately 5.05 <br />acres of land in size. The property is located mauka of Kapiolani Street and the County of <br />Hawai`i Police Department complex. <br />There was no public testimony regarding Bill 184. Margaret Masunaga, Deputy Director of the <br />Department of Planning appeared before your Committee. Also appearing was Amy Self, from <br />the Corporation Counsel. <br />Steven Lim, Esq. and the applicant, Giampaolo "Paul" Boschetti appeared before your <br />Committee. Mr. Lim informed your Committee that the project will be multi - family units. <br />Mr. Lim stated that at there was a possibility that the project might be for student housing, but <br />nothing would be finalized until after the rezoning process was complete. <br />Council Member Brenda Ford stated that standardized language from the Department of <br />Environmental Management (DEM) regarding sewers was omitted. Deputy Corporation <br />Counsel Amy Self informed your Committee that the language used in the conditions of rezoning <br />regarding sewers included concerns stated by DEM. She further stated that DEM must notify the <br />Planning Department if a change of language is needed. For purposes of clarification, Planning <br />Committee Chair Ikeda and his staff will be working with the departments to determine what, if <br />any, shall be considered "standard language ". <br />Other concerns from your Committee members included aesthetics of the drainage easement, <br />water commitments, community input and notification, FEMA flood plain proximity, traffic and <br />affordable housing. <br />PC Report 62 <br />
