Comm. 652/Bill 184 <br />January 5, 2010 <br />Page 2 <br />Mr. Lim informed your Committee that the drainage easement will be aesthetically pleasing, <br />dependent upon the type of drainage system that will be utilized. He further informed your <br />Committee that the water commitments for the project were more than sufficient for the type of <br />residences that are planned. Mr. Lim educated your Committee members by informing them that <br />typical water usage for a single family dwelling is 600 units per day, whereas in a condo or <br />apartment situation such as this project, the water usage is generally lower, closer to 400 gallons <br />per day. <br />Mr. Lim stated that the legal requirement for notification was met, and that his office is working <br />closely with members of the community to mitigate their concerns, if any. He stated after <br />hearing concerns from an adjoining neighbor who feared he would be landlocked, the adjoining <br />neighbor was granted a permanent easement through the project property to reach his driveway. <br />Mr. Lim stated that the applicant is working with, and will abide by the determination of, the <br />Department of Public Works regarding the small portion of the drainage easement that is in the <br />FEMA floodplain. Ingress and egress from Kapiolani Street is limited to right -in, right -out only, <br />in order to address concerns stated by the Hawai`i County Police Department. <br />Mr. Lim informed your Committee that the applicant was not sure how the affordable housing <br />requirements would be met, but assured your Committee that the applicant will fulfill those <br />requirements. <br />There was no further discussion regarding Bill 184.
