COUNTY OF HAWAII <br />RESOLUTION NO. 312 10 <br />STATE OF HAWAII <br />RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br />YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR <br />AGREEMENT FOR FURNISHING AND IMPLEMENTING GREEN WASTE <br />COLLECTION SITES IN WEST HAWAFI AND EAST HAWAII FOR TILE <br />DEPARTMENT OF ENVIRONMENTAL MANAGEMENT <br />WHEREAS, Section 10 -11 of the County Charter requires that any contract, lease or <br />other obligation requiring payment of funds from the appropriations of a later fiscal year or more <br />than one fiscal year be approved by resolution; and <br />WHEREAS, the County completed construction phase for the Materials Recovery <br />Facility infrastructure for West Hawaii at the Pu'uanahulu Landfill to include a site for green <br />waste collection; and <br />WHEREAS, the County has prepared a Request for Proposal (REP) "REQUEST FOR <br />PROPOSALS FOR FURNISHING AND IMPLEMENTING GREEN WASTE COLLECTION <br />SITES FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT "; and <br />WHEREAS, green waste collection sites will divert organic materials from County <br />transfer stations and landfills initially including green waste and untreated wood and in the future <br />could include other organic waste materials like biosolids, food, paper and FOGS (Fats. Oils K <br />Grease); and <br />WHEREAS, Green Waste Collection Sites will provide valuable products such as mulch <br />or compost for local consumers and businesses, reducing the need to import these products; and <br />WHEREAS, the high equipment and operations start-up costs, estimated at <br />$1,000,000.00, require a multi -year commitment to recoup costs and secure reasonable terms for <br />equipment financing; and <br />WHEREAS, the County finds it in its best interest to contract for private services of a <br />contractor to operate green waste collection sites with a five (5) year agreement, with two (2) 12 <br />month options to extend contracted services; and <br />WHEREAS, the Update to the Integrated Solid Waste Management Plan identified <br />recycling and waste diversion as major activities to help the County reach its goal to divert 50% <br />of all solid waste that would otherwise go to a landfill, by 2008 and 80% by 2013; and <br />Resolution 28 -03 Draft 2 was approved by Council on January 23, 2003, setting forth these goals <br />and policies, and <br />WHEREAS, Resolution 356 -07, A Resolution to Embrace and Adopt the Principles of <br />Zero Waste as a Long -Term Goal for Hawaii County was approved by Council on <br />December 19, 2007; and <br />
