Salvo Deputy Director *) r~, co x Enclosed is a resolution authorizing the payment of funds of a later fiscal year and of more than one fiscal year for a multi -year contract for greenwaste operations in West Hawai'I and East Hawai'i. Ref, Date MAR Q 4 2a14 As the current contract for greenwaste operations is about to expire, the County intends to issue an Request for Proposals (RFP) to continue these services at the current greenwaste site at Hilo Landfill and to move the Kailua -Kona Greenwaste site to Pu'uanahulu. Through research of the industry, we have determined that a multi -year contract is necessary to enable return on investment, and a 5 year contract will provide the best opportunity for cost - effective greenwaste operations. The new RFP will also allow options for acceptance of other organic materials like biosolids, paper, food, etc if and when funds for these services are available (to date, responses to composting RFPs have not been affordable). These would be steps toward banning organics from the landfill by 2012 as requested in the adopted Council Resolution No. 826 -08 If there are any questions, please do not hesitate to call the Department of Environmental Management. rT 0 Comm.
