REQUEST: <br /> To amend the FY09 -10 Operating Budget, Ordinance No. 09 -64, to decrease the appropriated amounts for <br /> the Strategic Prevention Framework - State Incentive Grant program (Phase 1) accounts as follows: <br /> 3308.23 Federal Grants - State Incentive Grant <$750,000> <br /> 010.111.5111.67 Strategic Prevention Framework - State Incentive Grant 4750,000> <br /> And, to appropriate the Phase 11 monies of this grant as follows: <br /> • <br /> 3308.59 Federal Grants - State Incentive Grant — Phase 11 $2,103,141 <br /> 010.111.5111.68 SPF - State Incentive Grant — Phase 11 $2,103,141 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The County of Hawai'i was awarded $2,103,140.28 for its Strategic Prevention Framework -State Incentive <br /> Grant (SPF -SIG) Phase 11 program. These monies, derived from federal funds, were awarded by the Alcohol <br /> and Drug Abuse Division of the State of Hawaii Department of Health. In anticipation of getting this grant, <br /> $750,000 was already budgeted in this fiscal year's budget (less than what was awarded). However, the <br /> monies from Phase 1 & 11 were grouped together when they were transferred from the Prosecutor's Office to <br /> the Office of Management (by Resolution No. 246 -09). To better distinguish the funding between the first <br /> and second phase of this project, this bill separates the funds by decreasing the current year's appropriation <br /> of $750,000 from the original set of accounts (3308.23 & 5111.67) and appropriates the total amount of the <br /> Phase 11 grant into new account numbers. <br /> This project (Phase 11) is intended to implement and evaluate evidence based underage drinking prevention <br /> activities in Hawai'i County. <br /> This grant is related to but contractually separate from the SPF -SIG Phase I grant, which totaled $315,950 <br /> and was intended for the assessment, capacity building, and planning of evidence based underage drinking <br /> prevention activities in Hawaii County. <br /> SIGNED: DATE: 4/19/10 <br /> Department Head <br />
