of zone ordinance for the Project District referred to as Wailani. <br />The Project District (PD) is intended to provide for a flexible and creative <br />planning approach rather than specific land use designations. It will also allow <br />for flexibility over time in the location of specific uses and mixes of structural <br />alternatives. The planning approach would establish continuity in land uses and <br />designs while providing for a comprehensive network of infrastructure facilities <br />and systems. A variety of uses as well as open space, parks, and other project <br />uses are intended to be in accord with each individual Project District objective. <br />A Project District is an amendment to Chapter 25, Zoning Code, which changes <br />the district boundaries in accordance with the individual Project District. <br />A Project District may he established whenever the public necessity and <br />convenience and the general welfare require that a comprehensive planning <br />approach for an area should be adopted. In addition, a Project District may only <br />be established if the proposed district: <br />(1) Is consistent with the intent and purpose of the Chapter 25 (Zoning <br />Code), Hawaii County Code and the County General Plan; and <br />(2) Will not result in a substantial adverse impact upon the surrounding <br />area, community or region. <br />The Change of Zone request from Project District (University <br />Terrace) to Project District (Wailani) is consistent with the intent and <br />purpose of the General Plan and the Zoning Code. <br />The General Plan Land Use Pattern Allocation Guide (LUPAG) Map <br />designation for the subject properties is Medium Density Urban. The Medium <br />Density Urban designation allows for village and neighborhood commercial, <br />single-family and multiple -family residential uses (up to 35 units per acre) and <br />related functions. The purpose of the requested change of zone to a Project <br />District is to provide a mix of land uses ranging from single-family and multiple - <br />family residential units, a medical office campus, a commercial center, a business <br />park, and open space and recreational areas. Some of the land uses the applicant <br />originally proposed for the business park, such as warehousing, manufacturing, <br />and light -industrial, are not consistent with the General Plan LUPAG designation. <br />-2- <br />
