No. 842 /Res. 353 -10 <br /> PLACE: Councilroom <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 353 -10, reports as follows: <br /> Resolution No. 353 -10, transmitted by Director of Finance Nancy Crawford, via Communication <br /> No. 842, dated June 8, 2010, authorizes the payment of funds of a later fiscal year and of more <br /> than one fiscal year for a multi -year lease agreement for a satellite vehicle registration and <br /> licensing service center and office space for the Office of the Prosecuting Attorney in Waimea, <br /> Hawai`i . <br /> To better serve the public, the Vehicle Registration and Licensing (VRL) Division under the <br /> Department of Finance proposes to establish a satellite VRL service center in Waimea to provide <br /> basic vehicle registration and driver's license services. Also, the current office space used by the <br /> Office of the Prosecuting Attorney (Prosecutors) is inadequate in terms of space and privacy for <br /> servicing victims and witnesses of crimes. Therefore, the County wishes to enter into a multi- <br /> year lease for office space within the Holomua Center, located at 64 -1067 Mamalahoa Highway, <br /> Waimea, Hawai`i, where the Waimea Prosecutor's (and Council) Offices are currently located. <br /> Pursuant to Section 10 -11, Hawai`i County Charter, any contract, lease or other obligation <br /> requiring payment of funds from the appropriations of a later fiscal year must be approved by <br /> resolution. <br /> Director of Finance Nancy Crawford said that currently the VRL Division is sharing space at the <br /> Waimea Police Station. She said funds for this lease are in the FY 2010 -11 budget, although the <br /> vacant Driver's License Examiner position in Waimea has been unfunded. <br /> Property Manager Kenneth Van Bergen and Prosecuting Attorney Jay Kimura were also present <br /> to answer Council Member questions. <br /> FC Rept.
