• <br /> Agreements to State and Local Governments, and Office of <br /> Management and Budget circulars and the effective edition of the <br /> Office of Justice Programs' financial manual entitled "Financial <br /> Guide." <br /> 2. Grantee shall comply with all the <br /> ordinances, codes, rules and regulations of the Federal, <br /> State and local government which in any way affect its <br /> performance under this Contract. <br /> 3. Grantee shall provide for an independent <br /> audit of its activities on a periodic basis in accordance <br /> with Office of Management and Budget Circular A -133. <br /> 4. Prior to, or concurrently with the execution <br /> of this Contract, Grantee shall complete, execute and <br /> submit to Agency a Certification Regarding Drug -Free <br /> Workplace Requirements which meets the requirements of the <br /> Drug -Free Workplace Act of 1988 (Pub. L. 100 -690, Title V, <br /> Subtitle D, U.S.C., Title 41, Chapter 10, §702), <br /> hereinafter referred to as the "Drug -Free Workplace <br /> Certification." A copy of the Drug -Free Workplace <br /> Certification shall be included in Part IV of the <br /> Application for Grant.
