c <br /> Grant Program Guidance, and 28 C.F.R. Chapter 1, Part 66, and <br /> has applied to Agency for receipt of the same as a subgrantee; <br /> WHEREAS, Agency has reviewed Grantee's application for <br /> funds, and is satisfied that all of the requirements of the Act <br /> and its implementing regulations have been satisfied and that <br /> Grantee is capable of using the federal funds requested <br /> appropriately; <br /> WHEREAS, Grantee has demonstrated the capacity to <br /> provide the services, programs and activities described herein <br /> and is ready, willing and able to provide the required services, <br /> programs and activities; <br /> NOW THEREFORE, Agency and Grantee for and in <br /> consideration of the covenants, conditions, agreements, and <br /> stipulations hereinafter expressed, do mutually agree as <br /> follows: <br /> A.
