The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 6 <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on similar areas in the <br /> County. <br /> The proposed change of zone will conform to the General Plan Land Use <br /> Pattern Allocation Guide (LUPAG) Map for this area. The Land Use Pattern <br /> Allocation Guide (LUPAG) Map component of the General Plan is a representation of the <br /> document's goals and policies to guide the coordinated growth and development of the <br /> County. It reflects a graphic depiction of the physical relationship among the various land <br /> uses. The LUPAG Map establishes the basic urban and non -urban form for areas within <br /> the County. The proposed request conforms to the LUPAG Map, which designates the <br /> property as Low Density Urban and allows for single - family residential, with ancillary <br /> community and public uses, and neighborhood and convenience -type commercial uses <br /> and the overall residential density may be up to six units per acre. The applicant is <br /> proposing to develop an affordable housing project with single family dwellings to <br /> address the demand for affordable housing in North Kohala. This change of zone request <br /> will facilitate the development of a concentration of urban activities occurring in an <br /> orderly manner for this area. Therefore, it is determined that the request is consistent <br /> with the urban form depicted on the LUPAG Map for this area of North Kohala. <br /> The proposed request will conform to the goals, policies and standards of, <br /> among others, the Land Use and Housing Elements of the General Plan. The request <br /> will be compatible with the surrounding urban types of uses, including the Kohala <br /> Elementary and High Schools, and existing single - family residential uses in Hawi Town, <br /> and along Honomakau Road, Union Mill Road and Kynnersley Road located near the <br /> proposed request. The request conforms to the projected needs of urban growth for this <br /> area and is consistent with the goals, policies and standards of the Land Use Element of <br /> the General Plan. <br /> The proposed request will add approximately 53 units projected as self -help <br /> single- family dwelling units marketed to families earning less than 80% of the median <br /> family income and 35 units to be marketed to families earning more than 80% of the <br /> median family income to help address the strong demand for affordable housing in the <br /> North Kohala area. The project's objective is to address the shortage of affordable <br /> housing in North Kohala. Thus, a favorable recommendation of this request will conform <br /> to the goals and policies of the Land Use - Single Family Residential and Housing <br /> Elements of the General Plan. <br /> The requested change of zone is also generally consistent with the community <br /> planning document for this portion of North Kohala. Adopted on November 5, 2008 <br />
