The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 8 <br /> is from the Akoni Pule Highway, a State highway with a 22 -foot pavement with paved <br /> shoulders within an 80 -foot right -of -way. A Traffic Impact Analysis Report (TIAR) <br /> conducted by The Traffic Management Consultant dated October 12, 2009 (Appendix A <br /> of application) concluded that the proposed project would generate less than 50 vehicles <br /> per hour total for both ingress /egress traffic; thus, the project is not expected to <br /> significantly impact traffic in the vicinity of the project. However, the study <br /> recommended traffic improvements at the intersection of Akoni Pule Highway and Hawi <br /> Road to mitigate LOS "F" conditions that are expected to occur by 2029 without the <br /> project: 1) restriping Akoni Pule Highway to provide an exclusive left -turn lane at the <br /> south leg of Hawi Road and the possible removal of on -site parking on one or both sides <br /> of the highway to accommodate the proposed left turn lane; and 2) restriping the west leg <br /> of the Akoni Pule Highway to provide a median shelter lane to facilitate the left -turn <br /> movement from northbound Hawi Road; possible removal of on- street parking on one or <br /> both sides of the Akoni Pule Highway to accommodate the proposed median shelter lane. <br /> In a letter dated May 25, 2010, the Department of Transportation has stated that "the <br /> proposed housing project is not expected to impact our State highway facilities." <br /> County water can be made available for the development. The project site is not <br /> situated within the service limits of the County's sewer system and will utilize a septic <br /> system meeting with the approval of the Department of Health. The property is within <br /> Zone "X ", area determined to be outside the 500 -year flood plain. The property is also <br /> located outside of any tsunami inundation area. <br /> As a condition of approval, the applicant will be required to prepare and secure <br /> approval of a Solid Waste Management Plan prior to the issuance of Final Subdivision <br /> Approval for the proposed development. Electricity and telephone services are available <br /> to the site. The nearest police and fire station is located approximately 2 miles from the <br /> project site. <br /> The proposed request is not contrary to Chapter 205A, Hawaii Revised <br /> Statues, relating to Coastal Zone Management. The property is not located in the <br /> Special Management Area. The project site is located approximately one mile from the <br /> shoreline and will not be impacted by coastal hazard and beach erosion. There is no <br /> record of a designated public access to the shoreline or mountain areas that traverses the <br /> property. Thus, it is not anticipated that the proposed request will have any adverse <br /> impact recreational resources in the area. Therefore, no action is necessary to protect <br /> these rights. <br /> The proposed request will not have a significant adverse impact to <br /> traditional and customary Hawaiian Rights.
