"Article 5. Adoption of the International Energy Conservation Code. <br />Section 5 -84. International Energy Conservation Code adopted. <br />The "2009 International Energy Conservation Code ", February 2010 Edition, published by <br />the INTERNATIONAL CODE COUNCIL, INC., Publications, 4051 West Flossmoor Road, <br />Country Club Hills, IL 60478, is adopted by reference and made a part of this code, subject to <br />the amendments hereinafter set forth in this article. Copies of the 2009 International Energy <br />Conservation Code, February 2010 Edition, and amendments thereto shall be available for public <br />inspection at the department of public works and the office of the county clerk. <br />(1) Amending Section 101.1. Section 10 1. 1 is amended to read as follows: <br />"101.1 Title. This code shall be known as the International Energy <br />Conservation Code of the County of Hawaii, and shall be cited as such. It <br />is referred to herein as "this code. "" <br />(2) Amending Section 101.2. Section 101.2 is amended to read as follows: <br />"101.2 Scope. This code applies to residential and commercial buildings. <br />Exception: Unconditioned R -3 (single family dwelling) <br />occupancies." <br />(3) Adding Section 101.4.2.1. Section 101.4.2.1 is added to read as follows: <br />"101.4.2.1 Indigenous Hawaiian Architecture. For the purpose of this <br />section, indigenous Hawaiian architecture includes any of the predominant <br />architectural practices, customs, styles, and techniques historically <br />employed by the native residents of the Hawaiian Islands, including <br />structure comprised of either rock walls or wood frames for the bottom <br />portion of structures, and thatched of different natural grasses and leaves <br />for the roof. <br />All structures of indigenous Hawaiian architecture are exempt from this <br />code." <br />(4) Deleting and replacing Section 103.1. Section 103.1 is deleted in its <br />entirety and replaced to read as follows: <br />"103.1 General. Plans, specifications and necessary computations shall be <br />submitted to indicate compliance with this code. Plans, specifications, and <br />necessary computations for work to comply with this code shall be <br />prepared, designed, approved, certified, and stamped by a duly registered <br />
