stipulations hereinafter expressed, do mutually agree as <br /> follows: <br /> A. SCOPE OF SERVICES. <br /> Grantee shall, in a proper and satisfactory <br /> manner, as determined by Agency, and in accordance with the <br /> terms and conditions of this Contract, use the funds received <br /> under this Contract for the purposes stated herein and in <br /> accordance with the "Application For Grant" (Parts I through IV <br /> including all certifications required under Section C) and the <br /> Acceptance of STOP Violence Against Women Recovery Special <br /> Conditions) attached hereto as Exhibit "A" and by reference <br /> incorporated herein. It is understood that this Contract <br /> includes as a part hereof any rules, relevant directives or <br /> instructions issued by the United States or the Agency, <br /> including the provisions of the federal Office of Management and <br /> Budget circulars and the effective edition of the Office of <br /> Justice Programs' financial manual entitled "Financial Guide." <br /> B.
