The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> According to the Department of Water Supply, water can be made available to the <br /> property via an existing 6 -inch waterline within Alaloa Road. The applicant will be <br /> required to construct necessary water system improvements, including but not limited to, <br /> (a) the extension of approximately 650 feet of 6 -inch water main along the proposed <br /> Road Lot 2 -E, capable of providing water at adequate volume and pressure under peak - <br /> flow and fire -flow conditions, (b) service laterals that will accommodate a 5/8 -inch meter <br /> fronting each additional lots, and (c) installation of at least one fire hydrant along <br /> proposed Road 2 -E and within 300 feet of proposed Lots 2 -B, 2 -C and 2 -D. Conditions <br /> of approval will be added requiring the applicant to comply with the additional water <br /> improvements meeting with the requirements of the Department of Water Supply. <br /> As there is no municipal sewer system in the area, wastewater will be disposed of <br /> into septic tank systems meeting the standards and requirements of the State Department <br /> of Health. Solid waste will be disposed of by commercial haulers or individual <br /> homeowners into an approved landfill. Electrical and telephone services are available to <br /> the site. Police services are located about 4 miles away in downtown Hilo and fire <br /> services area located within 2 miles of the property on Kawailani Street. Medical <br /> services are available in Hilo. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management Area. The subject property is located over four <br /> miles from the shoreline and is not in the Special Management Area. Thus, the property <br /> will not be affected by coastal hazards and beach erosion. There are no identified <br /> recreational resources, public access to the shoreline or mountain areas, scenic and open <br /> space preserves, coastal ecosystems, marine resources or other natural and environmental <br /> resources on the subject property. <br /> In view of the Hawai`i State Supreme Court's "PASH" and "Ka Pa'akai 0 <br /> Ka Aina " decisions, the issue relative to native Hawaiian gathering and fishing rights <br /> must be addressed in terms of the cultural, historical, and natural resources and the <br /> associated traditional and customary practices of the site: <br /> • Investigation of valued resources: No formal archaeological reconnaissance <br /> survey, oral history of kama`aina accounts of the area, historical survey of <br /> documentary records, or botanical study was included in the application. <br /> • The valued cultural, historical, and natural resources found in the rezoning area: <br /> The property has been cleared and used for the cultivation of sugarcane and cattle <br /> grazing in the past and is currently used for residential purposes. As such, it is <br /> anticipated that no historic properties will be affected. In a letter dated August 19, <br />
