There is no evidence that the flora in the area are particularly desired or used for cultural practices. • Feasible actions to protect native Hawaiian rights: There is no indication that there is gathering taking place or has taken place on the site. Thus, to the extent to which traditional and customary native Hawaiian rights are exercised, the proposed action will not affect traditional Hawaiian rights; therefore, no action is necessary to protect these rights. Based on the above findings, the approval of the Change of Zone request from an Agricultural (A -3a) to a Family Agricultural (FA -la) zoned district would result in an appropriate land use pattern that will further benefit the public.
