9. Surrounding Zoning /Land Uses: Surrounding properties are similarly zoned A -3a and <br /> consist of agricultural uses, scattered dwellings and vacant lots. Further north are <br /> properties zoned A -la, RS -7.5, RS -10, RS -20 and CN -10. <br /> 10. ALISH: Unclassified. <br /> 11. Land Study Bureau's Detailed Land Classification System: "D" or "Poor ". <br /> 12. U.S. Soil Survey: Olaa extremely stony silty clay loam, 0 to 20 percent slopes (OID). <br /> 13. FIRM: Zone "X ", area determined to be outside the 500 -year flood plain with a portion <br /> of the property within Zone "AH ", which is a Special Flood Hazard Area inundated by <br /> the 100 -year flood where flood depths are 1 to 3 feet (usually areas of ponding). <br /> 14. Flora /Fauna Resources: No professional surveys were conducted of the site as the <br /> property has been previously cleared in the past and is currently in residential uses. <br /> Existing flora includes the presence of introduced species such as a gunpowder tree, <br /> abandoned sugar cane stalks and California grass. Given the disturbed and urban nature <br /> of the surrounding areas it is unlikely that there is endangered animal life in the area. <br /> 15. Historical /Archaeological Resources: The property has been cleared and used for <br /> sugarcane cultivation and cattle grazing in the past. In a letter dated August 19, 2009, the <br /> applicant requested a "no- effect" letter from the DLNR State Historic Preservation <br /> Division. <br /> 16. Cultural or Native Gathering Rights: According to the applicant, it is not known <br /> whether the subject area was used in the recent past for the gathering of plants by Native <br /> Hawaiians. However, as the site has been used for sugar cane or cattle grazing for over <br /> 50 years, it would appear unlikely that the site would serve such purpose today. In the <br /> unlikely event that legitimate gathering claims are made by Native Hawaiians, the <br /> applicant intends to respect and honor such claims and provide the needed access within <br /> the site. <br /> 17. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the properties. <br /> PUBLIC UTILITIES AND SERVICES <br /> 18. Access: Access to the property is from Alaloa Road, which is a 16 -foot paved two -lane <br /> County road within a 40 -foot right -of -way. The City of Hilo Zone Map designates <br /> Alaloa Road as a 60 -foot right -of -way. Should the change of zoning be approved, the <br /> -2- <br />
