REQUEST: <br /> The Hawai'i County Civil Defense Agency (HCCDA) wishes to transfer ownership of three Ford F -250 pick- <br /> up trucks purchased with 2008 Homeland Security Grant funds by the County of Hawai'i to the Hawai'i State <br /> Department of Health Hawai'i District Health Office (HDHO). <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The HCCDA recognizes that Public Safety and Emergecy Response is not the domain of Hawai'i County <br /> government alone. HDHO is a significant partner in public safety. HDHO's emergency and disaster <br /> responsibilities include, but are not limited to, oversight of public sanitation including sewage disposal; <br /> drinking water systems; food safety; vector control following a disaster or disease outbreak such as dengue <br /> or West Nile virus; operation of Alternate Care Site shelters for individuals with special medical needs during <br /> disasters; operation of low- acuity care facilities to manage hospital patient over -flow during a pandemic; and <br /> operation of mass dispensing sites in case of a bioterrorist event in the state. HCCDA recognizes that <br /> supporting HDHO activities benefits all Big Island residents and developing strong partnerships can only <br /> improve emergency response by both agencies. Current support of HDHO includes the storing of HDHO <br /> emergency supplies in the HCCDA warehouse. <br /> The vehicles were identified for purchase with 2008 Homeland Security Grant (HSG) funds for use by HDHO <br /> when it was recognized that while HCCDA supported the storage of HDHO emergency supplies, HDHO had <br /> very limited capacity to transport supplies to where they would be necessary. As HCCDA is the local agency <br /> responsible for the distribution of HSG funding in Hawai'i County and current HSG rules do not allow local <br /> state agencies to apply directly for funding, HCCDA facilitated the purchase of the vehicles to HDHO. <br /> SIGNED: al al • DATE: t <br /> Department Head <br />
