0 <br />0 <br />0 <br />site are zoned RM -1. <br />12. U.S.D.A. Soil Type: Olaa series, which consists of well - drained silty loams. Permeability <br />is rapid, runoff is slow and the erosion hazard is slight. <br />13. Land Study Bureau's Productivity Rating: Urban. <br />14. Noise Impacts: Existing ambient noise includes mostly vehicular traffic. <br />15. Air Quality: The proposed project will not directly impact air quality in the area. <br />Fugitive dust during construction can be mitigated by compliance with the regulations of <br />the Department of Health. <br />16. FIRM: Zone "X ", an area outside of the 500 -year flood plain. <br />17. Coastal Hazards: The property is not an oceanfront parcel, and will not affect, or be <br />affected by shoreline processes. <br />18. Recreational Resources: The proposed development will not reduce the size of the <br />coastline or other areas used for public recreational uses. <br />19. Scenic Resources: The project will not affect the line -of -sight towards the ocean or the <br />mountains. <br />20. Flora/Fauna: As the project site is improved with a dwelling and located within an urban <br />environment close to commercial and residential uses, no professional surveys were <br />conducted. The applicant believes that there are no rare or endangered floral or faunal <br />resources within or proximate to the project site. <br />21. Archaeological/Historical Resources: No professional surveys were conducted of the <br />site, due to the history of extensive disturbance. On September 30, 2009, the applicant <br />requested a letter of "no effect" from the Department of Land and Natural Resources <br />Historic Preservation Division (DLNR -HPD). <br />22. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br />customary Native Hawaiian rights being practiced on the site, nor existence of any known <br />valued cultural, historical or native resources in the area. <br />23. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the property. <br />-3- <br />
