Thus, the Office of the Corporation Counsel requests Hawaii County Council's approval via resolution to enter into a five year contract for electronic and printed legal research for West, a Thomson Reuters Business. West was selected as the provider for legal research services after trial comparisons with other providers. Upon selection of the desired provider, negotiations were conducted with favorable results. The original contract proposal from West was for a three year contract with a 5% increase per year. This would have resulted in a cost of $50,973 in the third year and so it was rejected. A reduction of 2% and an extension of 2 years was successfully negotiated resulting in a contract where the increase of 3% per year would be maintained for 5 years. The total annual cost is summarized as follows: Year 1: $46,704 Year 2: $48,105 Year 3: $49,551 Year 4: $51,034 Year 5: $52,657 Total: $248,051 rounded to $250,000. (Note that for the single year of 2010 usage without a contract would have resulted in $423,736.99 in costs based on per use rates). An attempt to negotiate further reduction in overall County costs by combining the Office of the Prosecuting Attorney's contract with this present contract did not yield any savings to the Hawaii County is an Equal Opportunity Employer and Provider
