19. ScenicNisual Resources: The property is not listed as a scenic site in the Natural <br />Beauty element of the General Plan. <br />20, Public Access: None that traverses the property. <br />21. Traffic: The proposed action will not create an increase in traffic. <br />PUBLIC UTILITIES AND SERVICES <br />22. Access: Access to the project site is from Kawailani Street to a 16 -foot wide road <br />easement. This easement also provides access to the meat processing facility. The <br />easement traverses through the properties of Bruce Frenz and David Frenz (TMK: 2 -4- <br />70: 3 and 4), then traverses a larger lot and ends at the rezone area. Both brothers have <br />authorized the applicants to utilize the road easement through their properties. <br />23. Water: County water is available to the site. <br />24. Wastewater: The existing dwelling is currently served by an individual wastewater <br />treatment system. <br />25. Solid Waste: Solid waste will be disposed of at the Hilo transfer station. <br />26.
