The work to be undertaken in this project is the development of ITS Architecture. The Architecture process will <br /> involve regional stakeholders and create a Concept of Operations, Functional Requirements, Data Flows and <br /> Interfaces, Implementation Plan, Use and Maintenance Plan, and MOUs /MOAs needed to move forward with <br /> deployment and operations /maintenance. <br /> C. Project Justification: <br /> Identify the reason and need for project, how it relates to the overall mission and goals of HDOT, include information <br /> on how the work item leverages other work being undertaken by other units in the agency, if applicable. Cite State <br /> and Federal regulatory requirements, if any. <br /> Hawaii County completed an ITS Strategic Plan in 2008. In addition to several local ITS operational improvements, <br /> the Plan identified what FHWA considers "regionally significant" ITS in the form of a traveler's information website <br /> and DMS for providing real -time road condition information to travelers. <br /> In 1997, Congress passed the Transportation Equity Act for the 21st Century (TEA -21) to address the need to begin <br /> to work toward regionally integrated transportation systems. In January 2001, FHWA published FHWA Rule 940 (23 <br /> CFR Part 940), and FTA published a companion policy, to implement section 5206(e) of TEA -21. This Rule /Policy <br /> seeks to foster regional integration by requiring that all ITS projects funded from the Highway Trust Fund be in <br /> conformance with the National ITS Architecture and officially adopted standards. "Conformance with the National ITS <br /> Architecture" is defined in the final Rule /Policy as using the National ITS Architecture to develop a "regional ITS <br /> architecture" that would be tailored to address the local situation and ITS investment needs, and the subsequent <br /> adherence of ITS projects to the regional ITS architecture. The Rule /Policy remains in effect with the most recent <br /> SAFETEA -LU surface transportation authorization act and includes new provisions and considerations. Section <br /> 1201.c of the SAFETEA -LU legislation requires State and local governments to address information needs and data <br /> exchange associated with highway and transit information and monitoring systems when developing or updating their <br /> regional ITS architectures. <br /> • To begin the deployment process, Hawaii County will develop a regional ITS architecture. <br /> • The Hawai'i County Intelligent Transportation System will improve the County of Hawai'i's Level of Service (LOS) <br /> to consistently meet national standards. <br /> • The Hawai'i County Intelligent Transportation System is a regionally significant project consistent with the <br /> statewide transportation plan and is an eligible activity for the SPR Program meeting the "Development and <br /> implementation of management systems" criterion. <br /> • The project's four primary objectives listed on page 2 support and mirror the State of Hawai`i Department of <br /> Transportation's mission to provide a safe, efficient, accessible, and inter -modal transportation system that <br /> ensures the mobility of people and goods, and enhances and /or preserves economic prosperity and the quality of <br /> life. <br /> • The project furthermore serves to move the County of Hawai'i closer to the State Department of Transportation's <br /> vision for the 21 Century: <br /> "We see...an exciting evolution as Hawaii moves into the Information Age. We see a corresponding evolution <br /> into 'electronic highways' as communication is increasingly substituted for transportation. The development of <br /> Hawaii's transportation and communication systems will enhance it to be globally competitive in the 21 <br /> Century." <br />
