This request is to provide funding to meet Federal requirements for an ITS Architecture, and to support coordination <br /> and cooperation for the planned ITS deployments. <br /> The objectives of this work item are: <br /> • To create a foundation for future integrated ITS deployments that relate to traveler information and data sharing. <br /> • To help define the future functions to be provided by these systems. <br /> • To ensure the Federal requirements for an ITS Architecture are met. <br /> • To draft MOUs /MOAs required to move forward with deployment. <br /> The County has completed an ITS Strategic Plan that identifies the following four objectives: <br /> • Enhance the safety and efficiency of traffic signal operations through the addition of a central traffic signal control <br /> platform connected to all traffic signals across the island. This platform will also enable improved response to <br /> outages and malfunctions. <br /> • Improve the capability to inform the public in real -time of traffic /travel conditions through implementation of an <br /> automated web and phone -based system that includes traveler, emergency, and construction advisories, camera <br /> images of traffic conditions, and other information. <br /> • Improve the capability to support local emergency response by using communications connections to all traffic <br /> signals to quickly implement special traffic signal timing plans that support closures and diversions. Closed circuit <br /> television images will be shared with emergency managers and responders to support assessment and <br /> response. <br /> • Manage the investment in ITS by supporting the current level of maintenance; implementing technologies that <br /> are cost - effective or result in cost and staff time efficiencies; and ensuring ongoing support for operations and <br /> maintenance. <br /> Without an ITS Architecture in place, these objectives may not be met. <br /> B. Description: <br /> Explain the work to be undertaken. Describe the specific tasks, their time frame, products and deliverables (including <br /> format), and the party or unit responsible for each task associated with the proposed work item. Tasks must be linked <br /> to work item tasks and schedule in Part IV, below. If out -year activities will be proposed, explain the importance/ need <br /> for future action with this proposal. Include any out -year activities and associated budget estimates in Part V below. <br /> The County of Hawaii will implement an Intelligent Transportation System (ITS) that includes a series of integrated <br /> planning and implementation tasks that will be completed over the course of five to ten years. The work is phased <br /> over a multi -year time -frame because of the various levels of infrastructure and planning necessary to implement <br /> each ITS component. The first priority is to provide communications to every traffic signal so that each can be <br /> managed from a central location. With the traffic communication in place, closed- circuit television (CCTV) cameras <br /> will be installed with the images being brought back to the Traffic Division central over the same communications <br /> network. With data and video images being brought back to a central location, the video images can be shared with <br /> the public, emergency responders, and with the media. A web site for public use will post the images, and will include <br /> information on road closures, construction and major incidents affecting travel on the island. Each work item task is <br /> listed below under three primary project categories: (1) Arterial Traffic Management and Operations; (2) Traveler <br /> Information; and (3) Operations and Maintenance. <br />
