4. The safety of vehicular, pedestrian, or bicycle traffic may be placed at unacceptable <br />risk." <br />; and <br />WHEREAS, subsections 13.1.3(c), (d), (e), and (f) of the County of Hawai`i General <br />Plan provide the following transportation policies: <br />; and <br />The improvement of transportation service shall be encouraged. <br />Consider the provision of adequate transportation systems to enhance the economic <br />viability of a given area. <br />Develop a comprehensive, islandwide multi -modal transportation plan that <br />identifies the location and operation of automobile, mass transit, bicycle and <br />pedestrian systems, in coordination with appropriate Federal and State agencies. <br />Work with various non - profit agencies to coordinate transportation opportunities." <br />WHEREAS, section 13.4.3 of the County of Hawai`i General Plan provides the <br />following mass transit policies: <br />"(a) Improve the integration of transportation and land use planning in order to optimize <br />the use, efficiency, and accessibility of existing and proposed mass transportation <br />systems. <br />(b) Support and encourage the development of alternative modes of transportation, such <br />as enhanced bus services and bicycle paths. <br />(c) Incorporate, where appropriate, bicycle routes, lanes, and paths within road rights - <br />of -way in conformance with The Bikeway Plan for the County of Hawai`i. <br />(d) Provisions to enhance the mobility of minors, non - licensed adults, low - income, <br />elderly, and people with disabilities shall be made." <br />; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br />supports the establishment of a Hawai`i County complete streets policy. <br />BE IT FURTHER RESOLVED that the County of Hawai`i Department of Public <br />Works and Planning Department are encouraged to continue working with the State of Hawai`i <br />and various community organizations to ensure the completion and implementation of a <br />complete streets policy for the County of Hawai`i. <br />BE IT FURTHER RESOLVED that the Department of Public Works and /or Planning <br />Department shall submit a complete streets progress report as part of the Hawai`i County <br />General Plan annual report. <br />2 <br />
