SECTION 9. Chapter 3, section 3.6 (Energy Sustainability), subsection 3.6.3 (Actions), <br />of the Puna Community Development Plan (as amended), is amended by amending paragraph (i) <br />to read as follows: <br />44i. <br />Pursue the development of new renewable energy sources such as Ocean Thermal Energy <br />Conversion (OTEC), wave - energy generation and solar energy capture as the technology <br />advances to make an investment in such a demonstration and production facility in Puna <br />feasible. <br />PhD <br />To facilitate this, pursue an ocean energy subzone or enterprise zone designation <br />for a section of coastal land in Puna, preferably on State land, in order to <br />encourage research and production of ocean -based alternative energy systems and <br />facilities. <br />In addition to energy generation, cold water aquaculture and agricultural <br />processing should be encouraged and accommodated, including refrigerated <br />warehouse and processing facilities, hot -water treatment of agricultural products, <br />and agricultural product washing and packing facilities." <br />SECTION 10. Chapter 4, section 4.2 (Mass Transit), subsection 4.2.2 (Objectives), of <br />the Puna Community Development Plan (as amended), is amended by amending paragraph (c) to <br />read as follows: <br />"c. Provide park - and -ride lots at key regional sites to promote commuter ridership." <br />SECTION 11. Chapter 4, section 4.2 (Mass Transit), subsection 4.2.3 (Actions), of the <br />Puna Community Development Plan (as amended), is amended by amending paragraphs (b) <br />through (1) to read as follows: <br />"b. Improve transit service operations by: <br />HD Increasing transit service to a minimum of two additional runs during peak hours; <br />[ -] 2) Establishing demand responsive transit in subdivisions; <br />[ -] ) Providing commuter express bus service from Pahoa to Hilo and Volcano to <br />Hilo[;] with local bus or paratransit services to feed selected stops in order to <br />provide service to a broader area; and <br />[ -] 4) Establishing a hub - and -spoke transit system, in which transit circulators are <br />teamed with trunk routes on major highways. <br />c. Develop transit hubs at the following locations: <br />HD Kea'au (Primary Hub): In -town location near commercial centers or on State <br />lands adjacent to the soccer fields; second site could include a new Mass Transit <br />Agency (MTA) baseyard and headquarters; <br />7 <br />
