Pahoa (Secondary Hub): On County -owned sites, either adjacent to Pahoa <br />Community Center or on Highway 130 near Kahakai Boulevard where the new <br />fire and police stations are planned; <br />Volcano (Secondary Hub): Either at Cooper Center or on other available land; and <br />Mountain View or South Kulani (Secondary Hub). <br />d. Provide park- and -ride lots at the transit hubs and within Hawaiian Paradise Park at one or <br />two of the proposed village /town center sites, where the community -owned parcel could <br />serve as a parking lot for commuters, as well as a location for farmers' markets. <br />[c. Provide cxprcss bus service for commuters from Pahoa to Hilo and Volcano to Hilo. <br />broader areas. <br />€] e. Develop a cooperative program with the Department of Education and private schools to <br />provide student passes for the Hele -On Bus. <br />[g] f. Launch a public education campaign promoting transit services, tailoring them to target <br />populations such as youth, commuters, and the elderly. <br />[l3] g. Cultivate public /private partnerships, such as employer- sponsored bus passes. <br />[I] h. Expand the staff of the Mass Transit Agency to provide greater support for public <br />relations, route planning and coordination, technical operations and fleet management. <br />[f] i. Investigate other incentives to increase ridership, such as continuance of free fare <br />program, convenient bus ticketing systems, reduced monthly rates for residents and <br />special needs populations, adding airport and post office service and tourist passes. <br />[k] i. Work with Hawai`i Department of Transportation (DOT) in creating safe pedestrian <br />conditions for using mass transit. <br />[I] k. Expand Hele -On transit service to include regular service to both the Hilo and Keahole <br />International Airports from all existing and future service routes." <br />SECTION 12. Chapter 4, section 4.3 (Roadway Network), subsection 4.3.3 (Actions), <br />of the Puna Community Development Plan (as amended), is amended to read as follows: <br />"4.3.3 Actions <br />a. Short Term (2008 -2012) <br />[-JD <br />Plan and design the PMAR alignment through an environmental impact statement <br />process that meets Federal Highway Administration (FHWA) standards and <br />therefore qualifies the project for FHWA funding; <br />Require building setbacks within HPP lots along the designated PMAR <br />alignment, as necessary, to reserve the potential for a future PMAR extension <br />through the remainder of HPP; <br />Establish emergency routes, using mostly existing road beds; <br />Include pedestrian and bicycling requirements in all projects; and <br />Create connectivity alignments between the following subdivisions: Hawaiian <br />Acres and Fern Acres, Fern Acres and Kopua Farm Lots, Eden Rock and Fern <br />Forest, Orchidland and Hawaiian Acres, Nanawale and Hawaiian <br />8 <br />
