[Beachesi] Shores, Hawaiian Beaches and HPP, Kea' au Agricultural Lots and a <br />site adjacent to Kea'au Elementary School, `Ohi`a Estates and Royal Hawaiian <br />Estates. These inter - subdivision roads should be staggered, low - impact, and <br />multi - modal. The general locations are indicated as ovals in Figure 4 -1. <br />b. Medium Term ([2-04-2] 2013 -2017) <br />[-]D <br />[-] <br />[-] <br />Construct a two -lane PMAR roadway that connects Kaloli Drive between <br />approximately 16th Avenue and 10th Avenue in HPP to either Highway 11 or <br />Highway 130 in the vicinity of Kea' au; <br />Construct a two -lane, unpaved, gated emergency access roadway between <br />Kahakai Boulevard to HPP which can later be converted into a future extension of <br />PMAR; <br />Construct a two -lane roadway between Nanawale and Kahakai Boulevard that can <br />be used as both an emergency access route and a future extension of PMAR; and <br />Study the need, desirability and feasibility of adding an alternative route between <br />Pahoa and Highway 11 and between Highway 11 and Stainback Highway in the <br />stretch between Glenwood and Kurtistown, as generally depicted on Figure 4 -1. <br />c. Long Term ([20-1-7] 2018 -2030) <br />Construct Phase II segments of PMAR, as generally depicted in Figure 4 -1; <br />Acquire additional right -of -way via land pooling, exchanges, and other means to <br />extend PMAR through Hawaiian Paradise Park; and <br />If increased traffic demand indicates, construct the PMAR extension through the <br />remainder of HPP, as depicted generally in Figure 4.1, and convert the emergency <br />access route from Kahakai [Delve] Boulevard to HPP as a PMAR extension by <br />removing the gate and paving the surface." <br />SECTION 13. Chapter 4, section 4.4 (Highways), subsection 4.4.3 (Actions), of the <br />Puna Community Development Plan (as amended), is amended to read as follows: <br />"4.4.3 Actions <br />All of the following are recommendations to DOT. <br />a. Short Term (2008- 2012): <br />[ -] <br />Make interim intersection improvements on Highways 11 and 130; <br />Reduce speed limit on Highway 130 to 45 mph between the Kea'au bypass and <br />`Ainaloa Boulevard; <br />Conduct a study to determine the most efficacious way to create greater highway <br />safety for all travel modes, including a cost benefit analysis for each studied <br />method, and consideration of a wide range of traffic calming features (including <br />roundabouts), highway widening, the use of frontage roads, and various types of <br />intersection controls; and <br />Implement the Shoulder Lane conversion project between the Kea'au Bypass and <br />Shower Drive /Pohaku Drive as a reversible lane to accommodate AM and PM <br />peak periods. <br />9 <br />
