WHEREAS, Grantee is qualified to receive funds available <br />to Hawaii under the Act and its respective implementing <br />regulations, contained in the Paul Coverdell Forensic Science <br />Improvement grant announcement, and 28 C.F.R. Chapter 1, Part 66, <br />and has applied to Agency for receipt of the same as a subgrantee; <br />WHEREAS, Agency has reviewed Grantee's application for <br />funds, and is satisfied that all of the requirements of the Act <br />and its respective implementing regulations have been satisfied <br />and that Grantee is capable of using the federal funds requested <br />appropriately; <br />WHEREAS, Grantee has demonstrated the capacity to <br />provide the services, programs and activities described herein and <br />is ready, willing and able to provide the required services, <br />programs and activities; <br />NOW THEREFORE, Agency and Grantee for and in <br />consideration of the covenants, conditions, agreements, and <br />stipulations hereinafter expressed, do mutually agree as follows: <br />A.
