<br />purpose of the budget stabilization fund, increases the minimum amount to be
<br />appropriated annually, establishes a policy of accruing between five and fifteen percent of
<br />the operational expenses excluding state and federal grants, and codifies dissolution of the
<br />fund.

<br />Comm. 436: AN ORDINANCE TO INITIATE A CHARTER AMENDMENT TO ARTICLE X,
<br />(Bill 128) FINANCIAL PROCEDURES, OF THE HAWAI‘I COUNTY CHARTER (2010
<br />EDITION), BY ADDING A NEW SECTION FOR A PUBLIC ACCESS, OPEN SPACE,
<br />AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND

<br />to accrue and use moneys for maintenance of lands and easements acquired by the Public
<br />Access, Open Space, and Natural Resources Preservation Fund, which will preserve the
<br />land and promote public safety.
