C. PERFORMANCE REQUIREMENTS AND CONDITIONS. <br />1. Grantee shall comply with the guidelines set <br />forth in the Act and all applicable federal regulations and <br />guidelines, including but not limited to guidance issued by the <br />Bureau of Justice Assistance, 28 C.F.R. Chapter 1, Part 66, <br />Uniform Administrative Requirements for Grants and Cooperative <br />Agreements to State and Local Governments, and Office of <br />Management and Budget circulars and the effective edition of the <br />Office of Justice Programs' financial manual entitled "Financial <br />Guide." <br />2. Grantee shall comply with all the <br />ordinances, codes, rules and regulations of the Federal, State <br />and local government which in any way affect its performance <br />under this Contract. <br />3. Grantee shall provide for an independent <br />audit of its activities on a periodic basis in accordance with <br />Office of Management and Budget Circular A -133. <br />4. Prior to, or concurrently with the execution <br />of this Contract, Grantee shall complete, execute and submit to <br />Agency a Certification Regarding Drug -Free Workplace <br />Requirements which meets the requirements of the Drug Free <br />Workplace Act of 1988 (P.L. 100 -690, Title V, Subtitle D, <br />U.S.C., Title 41, Chapter 10, §702), hereinafter referred to as <br />4 (10/2011) <br />
