11. Flora/Fauna Resources: The property has been developed with a dwelling since 1940, <br />thus no floral or faunal surveys have been prepared for the property. According to the <br />applicant, due to the property's close proximity to urban areas it is not likely to have <br />endangered floral or faunal species. <br />12. Archaeologica l /Cultural/Historical Resources: No archaeological inventory survey <br />was prepared as the property has been developed since 1940 with a dwelling. According <br />to the applicant, no valued cultural or historical resources exist on the site and no <br />traditional and customary native Hawaiian rights are exercised on the site. <br />13 Public Access: There is no public access to the mountains or the shoreline that traverses <br />the property. <br />14. Traffic: The applicant initially plans to develop an approximately 4,200 - square foot <br />dental office building, which according to the ITE Trip Generation Manual, 7th Edition, <br />will generate approximately 16 a.m. peak hour trips and 19 p.m. peak hour trips. <br />UTILITIES AND SERVICES <br />15. Access: Access to the property is from Kilauea Avenue, which is a four -lane County <br />roadway with a pavement width of approximately 44 feet within a 60 -foot wide right -of- <br />way. The General Plan identifies Kilauea Avenue as a secondary arterial street which <br />requires a minimum right -of -way width of 80 feet. <br />16. Water: County water is available from a 10 -inch waterline within Kilauea Avenue. The <br />property is currently served by a 5/8 -inch meter that is limited to an average daily usage <br />of 400 gallons. The existing 10 -inch waterline is capable of providing adequate water <br />flow for fire protection for the requested zoning district. <br />17. Wastewater: A cesspool on the property services the existing dwelling. As there is no <br />municipal sewer system in the area, wastewater generated by the proposed development <br />will be disposed of by individual wastewater systems meeting the requirements of the <br />Department of Health. <br />18. Solid Waste: There are no municipal waste collection services in the County. All solid <br />waste generated by the development will require private disposal at the Hilo landfill. <br />-3- <br />
