(4) There shall be a one time plan review fee based on the actual valuation of the dwelling to be <br />paid by the package model home manufacturer who is submitting the plans for pre - approval. <br />Fees will be charged per model submitted, per section 5 -36, table 1 -A, item E. All other <br />occupancies shall be based on valuation and the schedule below. <br />(5) <br />When submitting for building permit under pre- approved plans, the owner /contractor shall: <br />(A) Submit two (2) sets of complete working drawings showing the pre- approved <br />model number along with the manufacturer's wet seal and authorizing signature. <br />DPW - Building Division will verify seal and signature. <br />(B) Obtain approvals from other approving department/agencies. <br />(6) Approval from DPW - Building Division will be given within forty -eight hours. <br />(7) <br />Pre - approved construction drawings will not be required to be individually stamped by a duly <br />registered engineer or architect in accordance with chapter 464, Hawai`i Revised Statutes. <br />Section 5 -27. Requirements for plans and specifications. <br />(a) Plans and specifications shall be drawn to scale upon substantial paper and shall be of sufficient <br />clarity to indicate the nature and extent of the work proposed and show in detail that it will conform <br />to the provisions of this code and all relevant laws, ordinances, rules and regulations. The first <br />sheet of each set of plans shall give the tax map key number of the work site and the name and <br />address of the owner and person who prepared the plans, along with occupancy and type of <br />construction, and floor area computations. Plans shall include a plot plan showing the location of <br />the proposed building and every existing building on the property. The following information shall <br />be included in the code search information which will be part of the plans submitted, that is the <br />basis of the building design which includes but is not limited to the following: Type of <br />Construction; Occupancy; Basic Allowable Floor Areas; Separation for Mixed Occupancy; etc. In <br />lieu of detailed specifications, the building official may approve references on the plans to a <br />specific section or part of this code or other ordinances or laws. <br />(b) Computations, stress diagrams, and other data sufficient to show the correctness of the plans, shall <br />be submitted when required by the building official. <br />(c) All plans other than R -3 and U occupancies shall have on the plans information of occupancy, type <br />of construction, floor area computations, allowable area increases, separation wall if used, fire <br />resistive substitution, fire sprinkler, exits, etc. Information shall show code search information for <br />building design. <br />Section 5 -28. Issuance of permits <br />(a) The application, plans and specifications filed by an applicant for a permit shall be reviewed by the <br />building official. Plans shall be reviewed by any other appropriate department of the County and <br />the State to verify compliance with laws and ordinances under their jurisdiction. If the building <br />official finds that the work described in an application for a permit and the plans, specifications and <br />other data filed therewith conform to the requirements of this code and other pertinent laws and <br />ordinances, and the fees have been paid, the building official shall issue a permit therefore to the <br />applicant; provided that no permit shall be issued for the moving of any building or structure or <br />portion thereof which has deteriorated or has been damaged to an extent greater than fifty percent <br />of the cost of replacement (new) of such building or structure. <br />10 <br />
