Thus, <br />additional right -of -way is not required from the subject property for future road widening. <br />Traffic will not increase significantly at the site based on the applicant's plans to <br />develop a 14 -unit apartment complex, which will generate approximately 8 trips during <br />the a.m. peak hour and 10 trips during the p.m. peak hour according to the ITE Trip <br />Generation Manual, 7rh Edition. However, to be consistent with the concurrency <br />requirements of the Zoning Code, the Planning Department recommends a condition of <br />approval be included to require submittal of a Traffic Impact Analysis Report (TIAR) if a <br />land use is developed that would generate over 50 peak hour trips, and that the applicants <br />be responsible for constructing any improvements identified in the TIAR required by the <br />Department of Public Works. <br />County water is available from an existing 6 -inch waterline within Kino`ole Street <br />fronting the property. The property is currently served by a 5/8 -inch meter that is limited <br />to an average daily usage of 400 gallons. The applicants will submit water usage <br />calculations to the Department of Water Supply in order to determine whether the <br />existing water meter will be adequate to provide water to the proposed development, or if <br />a larger or additional water meter is needed. <br />The property has no severe geological or topographical problems which cannot be <br />properly rectified or which would render the land unusable, and is located in flood zone <br />"X" which is an area determined by FEMA to be outside the 500 -year flood plain. As <br />there is no municipal sewer system in the area, wastewater generated by the proposed <br />development will be disposed of by an individual wastewater system(s) meeting the <br />requirements of the Department of Health. There are no municipal waste collection <br />services in the County. Therefore, all solid waste generated by development of the <br />property will require private disposal at the Hilo landfill. Electrical and telephone <br />services are available to the property. Police, fire services and medical services are <br />available nearby in Hilo. <br />This favorable recommendation is made with the understanding that the applicants <br />remain responsible for complying with all other applicable governmental requirements in <br />connection with uses permitted within the Multiple - Family Residential zoning district, <br />prior to its commencement or establishment upon the subject property. Additional <br />governmental requirements may include the issuance of building permits, the installation <br />of approved wastewater disposal systems, compliance with the Fire Code, installation of <br />improvements required by the American with Disabilities Act (ADA), among many <br />others. Compliance with all applicable governmental requirements is a condition of this <br />favorable recommendation; failure to comply with such requirements will be considered a <br />
