No. 555/Bill No. 178 <br />PLACE: Council Chambers <br />Hilo, Hawai'i <br />TIME: 4:50 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Bill No. 178, reports as follows: <br />Bill No. 178, transmitted by Mayor William P. Kenoi via Communication No. 555, dated <br />Jaituary 19, 2012, is an ordinance amending 'section 25-8-33 (City of Hilo Zone Map), Article 8, <br />Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the <br />District Classification from Single -Family Residential — 10,000 square feet (RS -10), to Multiple <br />— Family Residential — 3,000 square feet (RM -3) at Waidkea, South Hilo, Hawaii covered by <br />Tax Map Key 2-2-038:017. Also enclosed was a favorable recommendation from the Windward <br />Planning Commission Chair Zendo Kern. <br />At the February 14, 2012 Planning Committee meeting, there was discussion -regarding the <br />number of parking slots, the number of units, the number of occupants, drainage concerns and <br />University Zoning. At the February 14, 2012 Planning Committee meeting, Bill No. 178 was <br />postponed to the call of the Chair. <br />Applicant Thomas Winegar and his representative Gregory R. Mooers, President of Mooers <br />Enterprises, were present in the Hilo Chambers. Mr. Winegar stated that the project had'been <br />redesigned to address the neighbors concerns of density, parking, privacy and possible future use <br />for low income housing; by reducing the number of units from 14 to 10, by increasing the <br />number of parking spaces, by changing the units in close proximity to neighbors to one story, <br />and by having restricted covenants to dedicate the rentals to full-time students and their <br />immediate family only. He further stated that he has drafted house rules and behavior standards <br />for renters to address concerns regarding noise and disruptive behavior. <br />Council Member Onishi confirmed with Deputy Director of Public Works, Brandon Gonzales, <br />that the driveway would be wide enough to allow two cars to use it at the same time and further <br />stated that similar zoning has been approved in the area but student housing has not been built <br />yet so there is a need for this project to support the University of Hawaii /Hilo (UH -H). <br />Mr. Paul Nash, Managing Member of Atlas Engineering LLC, stated that based on his 20 years <br />of experience in Hawaii, he believes this project is straight forward and he does not see any <br />glaring problems that stand out. <br />PC Rept.
