The Honorable Dominic Yagong, Chairman <br />and Members of the County Council <br />Page 2 <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed. It is only <br />through such a comprehensive policy analysis approach that evaluations and decisions <br />can be made to better time and stage developments to achieve growth determined by the <br />General Plan and related planning documents. The implications of these evaluations and <br />decisions must be also considered as they may have an impact on similar areas in the <br />County. <br />The Change of Zone request from a Agricultural (A -la) to Single -Family <br />Residential 20,000 square feet (RS -20) conforms to, among others, the goals, policies <br />and standards of the General Plan Economic and Land Use Elements. The property <br />is zoned A -la and the State Land Use designation is Urban. The Land Use Pattern <br />Allocation Guide (LUPAG) Map component of the General Plan is a representation of the <br />document's goals and policies to guide the coordinated growth and development of the <br />County. It reflects a graphic depiction of the physical relationship among the various land <br />uses. The LUPAG Map establishes the basic urban and non -urban form for areas within <br />the County. The subject area is designated Medium Density Urban for the makai portion <br />of the property, and Low Density Urban for the mauka portion of the site. These <br />designations allow residential, ancillary community and public uses, and neighborhood <br />and convenience -type commercial uses. Thus, the request would be consistent with the <br />General Plan land use designation and will be in harmony with the character of the <br />surrounding neighborhood and result in an intensity of land utilization no higher than as <br />permitted or as otherwise specified for the district in which this proposed development <br />occurs. <br />The Kona Community Development Plan designates the property as Rural Town <br />TOD, outside of the Kona Urban Area. The request is consistent with Policy LU -3 (Rural <br />Area Grown Management), to preserve the rural character of the existing rural towns, the <br />agricultural lifestyle, and the open landscape. It is also consistent with Policy LU -3.1 <br />(Redevelopment of Rural Town as TODs/TNDs), which state that "the rural towns along <br />Mamalahoa Highway, consisting of Holualoa, Honalo, Kainaliu, Kealakekua and Captain <br />Cook, are encouraged to be redeveloped as TODs/TNDs. The request is consistent with <br />the regional land use framework of the Guiding Principles of the Rural Area as the <br />proposed rezoning will maintain the existing rural lifestyle and culture of the Holualoa <br />community. <br />The property is rectangular in shape, landscaped and developed with a 49 -year old <br />approximately 1,416 -square foot single-family residence. Portions of the property are <br />landscaped. The property is bordered by residential and vacant lots, Government Road <br />
