b. Modify the timing of installing drainage improvements: The applicant is <br />requesting that Condition H be modified as shown below. The amendment would delay the installation of these <br />improvements to Final Plan Approval or Certificate of Occupancy (whichever <br />occurs first). <br />According to the applicant, the amendment is being requested because the <br />applicant "needs to be able to achieve a consolidation and re -subdivision of the <br />property to allow the flexibility to create two roadway lots on the property; one <br />fronting Kanoelehua Avenue for dedication to the State and one fronting <br />Kahaopea Street for dedication to the County. In order to be able to create these <br />lots to satisfy government goals, they request the language changes contained <br />herein. The necessary improvements will still be built before any use of the <br />property is allowed under the proposed language changes, so the County <br />maintains its control of the situation". <br />C.
