DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 8. Subject Property: The property is a rectangular shaped parcel improved with a vacant, <br /> single-story dwelling constructed in 1963. The dwelling is proposed to be converted into <br /> the clinic. Fronting the property is a rock wall approximately two to three feet in height. <br /> 9. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br /> commercial, industrial and residential uses. Immediately adjacent properties are zoned <br /> RS-10. Commercial and/or industrial uses nearby include Big Island Candies on land <br /> zoned General Commercial (CG-20)located directly across Laukapu Street to the west. <br /> The Atebara Potato Chip factory, quilt shop, various office uses, a church and IEG <br /> Federal Credit Union are located in close proximity to the site. Two properties on the <br /> northeast corner of Laukapu Street and Kekuanaoa Street were rezoned to MCX-20 in <br /> 2009. <br /> 10. U.S.D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br /> The Keaukaha Series consists of well drained,thin organic soils over pahoehoe lava <br /> bedrock. <br /> 11. Land Study Bureau's Productivity Rating: Unclassified. <br /> 12. Noise Impacts: Existing ambient noise includes airport/aviation use,traffic, wind and <br /> foliage. Short-term noise impacts associated with the project will be temporary with <br /> compliance to all applicable State rules governing construction noise abatement. <br /> 13. Air Quality: The proposed project should not directly impact air quality in the area. The <br /> only impact to air quality would be associated with vehicular traffic to and from the site. <br /> 14. FIRM: Zone "X", an area outside of the 500-year flood plain. <br /> 15. Coastal Hazards: The project site is not an oceanfront parcel, and will not affect, or be <br /> affected by shoreline processes. <br /> 16. Recreational Resources: The proposed project will not reduce the size of the coastline <br /> or other areas used for public recreational uses. <br /> 17. Visual Resources: The proposed project will not affect the line-of-sight toward the <br /> ocean. <br /> 18. Flora/Fauna: As the project site is improved with a dwelling,no professional surveys <br /> -2- <br />
