f <br /> BTowne01.a mm-11\08\96 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> TOWNE DEVELOPMENT OF HAWAII, INC. • <br /> STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU NO. 96-7) <br /> CHANGE OF ZONE APPLICATION (REZ NO. 96-17) <br /> Towne Development of Hawaii, Inc., has submitted applications for a State Land Use <br /> Boundary Amendment from an Agricultural to Urban District and a Change of Zone from <br /> Unplanned(U) to Single Family Residential (RS-15) district classification for approximately 14± <br /> acres of land. The property is located on the makai side of Kuakini Highway and northeast of the <br /> White Sands Beach Estates Subdivision at Pahoehoe 3rd,North Kona, Hawaii, TMK: 7-7-8:30 <br /> and 96. <br /> GENERAL INFORMATION <br /> 1. Ownership: Taiyo Hawaii Company, Ltd., is the owner of TMK: 7-7-8:30, which <br /> consists of approximately 7±acres and Karen Kobayashi and Katherine Staton are the <br /> owners of TMK: 7-7-8:96, which consists of approximately 5.8+acres. <br /> RELATED INFORMATION <br /> 2. TMK: 7-7-8:11 Adjoining Lands - On May 22, 1996, Towne Development of Hawaii, <br /> Inc., received an approval from the County Council on the amendments to Ordinance No. <br /> 86-79. The applicant was in the process of acquiring the proposed Keauhou <br /> Development Estates Subdivision,TMK: 7-7-8:11 and had requested amendments to <br /> several conditions of Ordinance No. 86-79. The purpose of the request was to amend the <br /> performance requirements of Ordinance No. 86-79 to ensure that the applicant was not in <br /> violation with the time conditions as it purchased the property from Taiyo Hawaii, Inc. <br /> The request was also to amend certain conditions to allow the property to be developed <br /> incrementally in a manner that ensured that the infrastructure impacts and concerns were <br /> addressed in a manner that was fair to both the County and the owner. <br /> PROPOSED DEVELOPMENT <br /> 3. Request: The applicant wishes to subdivide the property into thirty (30) 15,000 square <br /> foot lots.
