Arakaki, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> In addressing potential adverse visual impacts the clearing of the subject <br /> property for individual homesites and agricultural uses may have on the existing upland <br /> forest character within the subject area, conditions of approval regarding a "forest <br /> reserve easement" have been included in similar approved applications in the area. A <br /> 60-foot wide "forest reserve easement," a 100-foot wide structural setback along the <br /> existing roads in lieu of the required 30-foot setback, a 30-foot "forest reserve <br /> easement" along all lo[ lines not covered by the 60-foot easement and a provision that <br /> no-less-than 50 percent of the entire lot area be retained in forest shall be included as a <br /> condition for this change of zone. These recommended conditions, which has the <br /> support of the Planning Director, will attempt to preserve the forest corridor so <br /> prominent along the roads of Kaloko Mauka Subdivision. <br /> Based on the above findings, approval of the Change of Zone request from <br /> Agricultural-20 acres (A-20a) to Agricultural-5 acres (A-Sa) zoned district would result <br /> in an appropriate land use pattern that will further the public necessity and convenience <br /> and the general welfare. <br /> For your favorable consideration, an amendment to Section 25-86, the North & South Kona <br /> District Zone Map, of the County Zoning Code is transmitted. <br /> <br /> We are enclosing a copy of the application and copies of the staff background and Planning <br /> Director's original recommendation for your information. <br /> Sincerely, <br /> Kevin M.
