Haunani Gulch and stream forms the eastern <br /> boundary of the property. <br /> 9. ALISH: Prime Agricultural Land and Other Important Agricultural Land. <br /> 10. Land Study Bureau's Detailed Land Classification System: "C" or"Fair." <br /> 11. U.S. Soil Survey: Maile series(MLD);permeability is moderately rapid,runoff is slow <br /> and the erosion hazard is slight. This soil is used for pasture and woodland. <br /> 12. FEMA: Zone "X", areas determined to be outside the 500-year flood plain. <br /> 13. Flora/Fauna Resources: No formal flora/fauna study was conducted of the site, as the <br /> property is used as a dwelling site since the mid-1950's. <br /> 14. Archaeological Resources: No formal archaeological study was conducted as the <br /> property is improved with a dwelling. The applicant states that due to the use of the site <br /> for dwelling purposes, it is highly unlikely that any archaeological, cultural, or historic <br /> sites are present on the site. By letter dated May 25,2011, the DLNR-HPD has issued a <br /> letter of no-effect for the proposed action. <br /> 15. Cultural or Native Gathering Rights: According to the applicant, there are no <br /> traditional and customary Native Hawaiian rights being practiced on the site. <br /> 16. Public Access: None that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 17. Access: Access to the project site is from Kakanihia Place, a private, one-lane graveled <br /> subdivision road with grass shoulders, all within an approximate 30-foot wide right-of- <br /> way. The gravel traveled lane is approximately 13 feet wide and serves 8 to 10 other <br /> parcels. According to the Depaihuent of Public Works(DPW): <br /> • the Kakanihia Place approach to and within Mamalahoa Highway right-of-way is <br /> not paved and does not meet current Subdivision Code standard width of <br /> improved traveled way(20 feet) and right-of-way(50 feet) for an agrioultural <br /> standard roadway serving agricultural zoned parcels greater than three(3) acres <br /> in size. The parcels served, although zoned A-40a, are all less than two (2)acres <br /> except for one 8-acre parcel. <br /> • due to an inconsistency in the existing lot sizes relative to existing zone <br /> designation, this rezoning to a .5-acre lot size will require an upgrade of <br /> -2- <br />
