The Hilo <br /> Community Development Plan (CDP), adopted in 1975, suggests the retention of <br /> residential uses in this area. However, this area is transitioning to commercial and light <br /> industrial uses. The advantage of this area is its location in close proximity to water, air <br /> transportation terminals, harbor facilities and the residential population of Hilo. The <br /> proposed change of zone would complement the existing industrial and commercial land <br /> uses that already exist in this area and will provide for an orderly development of the <br /> area. <br /> The property is a relatively level 21,050-square foot parcel. There is an <br /> approximately 50-year old single-family dwelling on the property. The remaining portion <br /> of the parcel is not improved. <br /> The land uses in the immediate area are a mix of commercial, industrial and some <br /> residential uses. Hilo International Airport is zoned ML-20 and located east of the <br /> property. Commercial and/or industrial uses nearby include warehousing, aviation related <br /> uses, and office buildings. Immediately adjacent properties are zoned ML-20 to the north <br /> (Isemoto Contracting base yard), MCX-20 to the south, and RS-10 to the west on <br /> Kalanikoa Street. The recently constructed Oceanic Time Warner building, Sherwin- <br /> Williams store, Tracy Lewis building and the Aloha Petroleum gas station are located to <br /> the south of the project site. <br /> All utilities and services are available to the site. Access to the project site is <br /> proposed from Kanoelehua Avenue,under the jurisdiction of the State Department of <br /> Transportation. Kanoelehua Avenue is a six-lane divided roadway at this section of the <br /> highway. Along this section of Kanoelehua Avenue, the right-of-way is 120 feet with 30- <br /> foot wide pavements within each travelway. There are curb, gutter and sidewalk <br /> improvements along the west side of Kanoelehua Avenue, including the subject property. <br /> No on-street parking is allowed. Because of the divided highway and a median between <br /> both travelways, access to the property will be restricted to right-turn in and right-turn out <br /> onto Kanoelehua Avenue. <br /> County water is available to the site. The applicant will comply with <br /> requirements of the County Department of Environmental Management or State <br /> Department of Health. Solid waste will be handled by commercial haulers. If required, a <br /> Solid Waste Management Plan will be prepared. Electricity and telephone services are <br /> available to the site. <br />
