The project site is located within Zone <br /> "X", areas determined to be outside the 500-year floodplain. All development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. By letter dated August 27, 2012, the applicant requested a "no effect" letter <br /> from the DLNR-HPD. No professional flora or fauna surveys were conducted, as the <br /> property has been improved with a single-family dwelling. The applicant does not <br /> believe that rare or endangered floral or faunal resources are on the site. <br /> The subject request is not contrary to Chapter 205A, Hawaii Revised <br /> Statutes, relating to Coastal Zone Management. The property is not located in the <br /> Special Management Area. The project site is located less than one mile from the <br /> shoreline but will not be impacted by coastal hazard and beach erosion. There are no <br /> public accesses to the shoreline or mountain areas that traverse the property. According <br /> to the applicant, no valued cultural, historical or natural resources exist on the property <br /> and there is no evidence of any traditional and customary Native Hawaiian rights being <br /> practiced on the site. Thus, it is not anticipated that the proposed request will have any <br /> adverse impact on cultural or historical resources in the area. <br /> Based on the above findings, approval of this change of zone request from <br /> Single-Family Residential (RS-10) to a Limited Industrial (ML-20) zoned district <br /> would result in an appropriate land use pattern that will further the public necessity and <br /> convenience and the general welfare. This favorable recommendation is made with the <br /> understanding that the applicant comply with all other applicable governmental <br /> requirements in connection with the approved use, prior to its commencement or <br /> establishment upon the subject property. <br /> For your favorable consideration, an amendment to Section 25-8-33 (City of Hilo Zone Map), <br /> Chapter 25 (Zoning Code) of the Hawai`i County Code is transmitted. <br />
