18. Flora/Fauna: As the project site is improved with a dwelling,no professional surveys <br /> were conducted of the site. The property is located in an urban setting in close proximity <br /> to the airport and aviation related uses. There are no known rare or endangered plant or <br /> animal species on the site. <br /> 19. Archaeological/Historical Resources: As the property is improved,no professional <br /> surveys were conducted of the site. On August 27, 2012,the applicant requested a letter <br /> of"no effect" from the State DLNR-HPD. <br /> 20. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> valued cultural, historical or native resources in the area. <br /> 21. Public Access: None that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 22. Access: Access to the project site is from Kanoelehua Avenue, a State highway with six <br /> lanes and a divided median. Along this section of Kanoelehua Avenue, the right-of-way <br /> is 120 feet with 30-foot wide pavement on both travelways. There are curb, gutter and <br /> sidewalk improvements along the west side of Kanoelehua Avenue, including the subject <br /> property. No on-street parking is allowed. Because of the divided highway and a median <br /> between both travelways, access to the property will be restricted to right turn in and right <br /> turn out onto Kanoelehua Avenue. <br /> 23. Water: County water is available to the site. <br /> 24. Wastewater: The existing dwelling is served by an individual wastewater system. The <br /> applicant will comply with the County Department of Environmental Management or the <br /> State Department of Health <br /> 25. Solid Waste: Solid waste will be handled by commercial haulers. <br /> 26. Essential Utilities and Services: Electricity, telephone and emergency services are <br /> available to the site. <br /> AGENCIES' AND ORGANIZATIONS' COMMENTS <br /> 27.
