BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State of Hawai'i had received funds from the Department of Homeland Security, Federal Emergency <br /> Management Agency, Preparedness Dictorate Grants and training. for FY 2010. In preparation for Asia <br /> Pacific Economic Corporation 2011 (APEC) a portion of the funds were withheld from the County of Hawai'i <br /> to support potential overtime.
