BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The County-owned West Hawai'i Sanitary Landfill (WHSL) at Pu'uanahulu is a lined landfill whose construction <br /> was initially begun in 1993. In March 2011, this site became subject to compliance with the Environmental <br /> Protection Agency (EPA) Code of Federal Regulations (CFR) New Source Performance Standards Part 60, <br /> Subpart WWW, for Municipal Solid Waste Landfills. Installation of a Gas Collection and Control System (GCCS) <br /> at the WHSL is required by December 17, 2013 in order to stay in compliance with these regulations. This is the <br /> first phase of a system that will allow for landfill gas to be captured and burned in a landfill gas flare rather than <br /> being emitted to the atmosphere. The GCCS design was done by Waste Management Inc. (WMI) who is also <br /> contracted with the County as landfill operator for the WHSL. Per contract requirements, WMI will be installing <br /> the GCCS.
