Hussey, "Keanahalululu" (Rez 655) <br /> We are writing to request an Amendment to Change of Zone Ordinance No. <br /> 07 106, August 14, 2007, Condition C "Final subdivision approval shall be secured <br /> within five (5) years from the effective date of this amended ordinance" (by August 14, <br /> 2012). We are requesting five years from the effective date of an amended Ordinance, <br /> or by year 2017. <br /> The proposed three acre zoning is consistent with the density of the area. <br /> The attached map of Kohala Estates shows a limited number of original A-20a zoned <br /> parcels remaining. Roughly half of the area's three acre lots have been further divided <br /> into an additional over 50 one to one and a half acre Condominium Property <br /> Regimes (CPR's). The adjoining Hawaiian Homelands to the South has existing half <br /> acre house sites with more planned within a master plan stretching mauka to above <br /> the Kohala Mountain Road. <br /> Considerable jobsite construction work has been done, including drainageway <br /> bridges, culverts, extensive grading and utility work. Revised Triad Engineering <br /> construction drawings received approval on August 7, 2009, addressing Public Works <br /> and Water Supply Department concerns. <br /> Work continues on environmental concerns - storm debris removal from <br /> waterways, erosion control measures, equipment maintenance, pasture water system <br /> improvements, including enlarged water storage tanks and troughs. <br /> Due to the economy, the feasibility of the project is low. Such a long sustained <br /> recession could not have been foreseen by the Keanahalululu family partnership. An <br /> extension of time to complete the subdivision improvements is not contrary to the <br /> County's General Plan or the Zoning Code, or to the original reasons for granting of <br /> the Change of Zone. <br /> Planning Dept. <br /> Exhibit <br />
