tl 1 <br /> August 14, 2012 <br /> page 2 of 2 <br /> The North Kohala Community Development Plan (CDP) encourages infill of <br /> existing developed areas surrounded by similar density and near town centers as a <br /> way to preserve prime agricultural land. Discussions during the formation of the CDP <br /> centered on the fact that development activities in this portion of North Kohala are <br /> more oriented to the Kawaihae area of South Kohala and have little impact on the <br /> village centers between Hawi and Halaula where the majority of residents in the North <br /> Kohala district live. As a result, the CDP contains no objections or concerns specific to <br /> the existing A-3a zoning within Kohala Estates. <br /> In the long term, Keanahalululu is committed to implementation of the North <br /> Kohala Community Development Plan to maintain Kohala's rural character, with low <br /> impact rural infrastructure: " . . . neighborhood low speed roads with drainage down <br /> the center of pervious pavement (preventing shoulder erosion), runoff routed to <br /> sedimentation ponds, road design following the contours of the terrain (as opposed to <br /> "cookie-cutter" layout), wide grass shoulders for walkways and trees, underground <br /> utilities (additionally advantageous in hurricanes and storms, as well as emergency <br /> relief efforts), and low profile minimal street lighting." (CDP Strategy 4.8, page 84) <br /> At the Keanahalululu job site: <br /> • Sedimentation ponds or infiltration basins, contour land planning and grading were <br /> completed several years ago. Today the benefits are evident with volunteer trees <br /> and bushes, including some native plants, thriving in fertile low spots, even <br /> through periods of drought. Community planners have visited the sedimentation <br /> basin system to view erosion prevention methods. <br /> • The roads have been graded for drainage down the road centers, with runoff routed <br /> to the infiltration / sedimentation basins. <br /> • Extensive trenching has been done throughout the project for underground utilities. <br /> Development plans include no street lighting to interfere with the night sky. <br /> • Preserves have been designated to save existing resources with sufficient area for <br /> future improvements. <br /> • Drainage crossings - arched bridge and culverts with natural rock headwalls. <br /> Thank you for your consideration of our request.
