T... <br /> COUNTY OF HAWAII -•���' / • STATE OF HAWAII <br /> oF.M'.N <br /> RESOLUTION NO. 119 13 <br /> A RESOLUTION AUTHORIZING THE FINANCE DIRECTOR TO LEASE REAL <br /> PROPERTY IN THE EDUCATION TRAINING FACILITY IN NA KAHUA HALE 0 <br /> ULU WINI COMMUNITY IN NORTH KONA TO HABITAT FOR HUMANITY WEST <br /> HAWAII. <br /> WHEREAS, Section 2-120 (a) (2) of the Hawaii County Code provides that the Council <br /> of the County of Hawai'i may, by resolution approved by a majority of its members, direct the <br /> finance director to negotiate the disposition of real property by"[1]easing it to governments, <br /> governmental agencies, nonprofit organizations, or affordable housing developers at such rentals <br /> and on such terms and conditions as deemed proper"; and <br /> WHEREAS, Na Kahua Hale 0 Ulu Wini ("Ulu Wini") is a program owned by the <br /> County of Hawaii and overseen by the Office of Housing and Community Development <br /> ("OHCD"), located on 9.6 acres that will consist of 96 service-enriched two-bedroom units, a <br /> community center, and Education Training Facility ("ETF") and a wastewater treatment plant <br /> that services transitional and low-income families to provide them with social support and stress <br /> residential stability as a basic and primary goal and maximize their abilities to increase <br /> independence; and <br /> WHEREAS, the ETF is a 13,080 square foot warehouse consisting of three separated <br /> bays completed December 2012; and <br /> WHEREAS, Habitat for Humanity West Hawaii ("Habitat"), is a nonprofit <br /> organization, whose mission is to empower families, build community and hope through home <br /> ownership for low income partner families; and <br /> WHEREAS, Habitat Restore has an inventory generated through generous donations of <br /> local businesses and community members that offers for sale to the public at discounted prices; <br /> and <br /> WHEREAS, the proceeds of sales at the Habitat Restore is used in efforts to eliminate <br /> poverty housing in West Hawaii; and <br /> WHEREAS, since founding in 2002, Habitat has successfully completed 19 new homes, <br /> 18 critical home repairs, helped with renovation of the women's shelter, home repairs for seniors <br /> and those affected by the 2006 earthquake, and the highly covered "2012 Blitz Build," consisting <br /> of 5 homes built in 10 days for DHHL lessees in West Hawaii; and, <br /> WHEREAS, Habitat desires to lease Bay 1 consisting of 7,114 square feet, including a <br /> built-in mezzanine in the ETF ("the Property") for it's Restore; now, therefore, <br />
