REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: June 4, 2013 Re: Comm.No. 287/Res.No. 119-13 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:34 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 119-13, reports as follows: <br /> Resolution No. 119-13,transmitted by Finance Director Nancy Crawford, via Communication No. 287 dated <br /> May 16, 2013, authorizes the Finance Director to lease real property in the Education Training Facility in <br /> Na Kahua Hale 0 Ulu Wini Community in North Kona to Habitat for Humanity West Hawai`i. <br /> The resolution authorizes the lease of warehouse space at the Educational Training Facility (ETF) <br /> located at the Kaloko Housing Program,Na Kahua Hale 0 Ulu Wini to Habitat for Humanity West <br /> Hawai`i. The ETF is a 13,080 square foot warehouse consisting of three separate bays, of which Habitat <br /> for Humanity desires to lease Bay 1, containing an area of 7,114 square feet, including a built-in <br /> mezzanine in the ETF. The facility will be used as a training area for low-income families, providing <br /> them with social support and stress residential stability, and will also be utilized by Habitat Restore for <br /> the sale of inventory generated through generous donations of local businesses and community <br /> members. <br /> A floor amendment was verbally made by Council Member Poindexter to remove the apostrophe in the word <br /> "it's" in the eighth WHEREAS clause of the resolution. The amendment was approved unanimously. <br /> Council Member Eoff spoke in support of the resolution. She pointed out the opportunity of training and <br /> education that the people of the Ulu Wini Community will have within walking distance to them. <br /> Pursuant to Section 2-120 (a) (2), Hawai'i County Code,the Council of the County of Hawai`i may, by <br /> resolution approved by a majority of its members, direct the finance director to negotiate the disposition of <br /> real property by"[1]easing it to governments, governmental agencies, nonprofit organizations, or affordable <br /> housing developers at such rentals and on such terms and conditions as deemed proper." <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 119-13, as amended <br /> to Draft 2, and recommends its adoption. <br /> sc <br /> AYES NOES A&E EX Respectfully submitted, <br /> EOFF X <br /> FORD X COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X <br /> KERN X ` ,t. <br /> ONISHI X <br /> POINDEXTER X VALERIE T.
