NO. 927 /BILL NO. 321 <br /> <br /> PLACE: Councilroom <br /> <br /> TIME: 9:04 a.m. <br /> <br /> Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 927, and attached <br /> <br /> Bill No. 321, reports as follows: <br /> <br /> The purpose of Bill No. 321 is to amend Chapter 24, Article 10, of the Hawaii County Code 1983 (1995 <br /> F,dition) regarding traffic signal upgrade, Federal Aid Project No. STP-0100(60) Job No. T-3412, by adding <br /> <br /> a left turn lane and traffic signal improvement at the Ponahawai Street and Kilauea Avenue intersection. <br /> <br /> Communication No. 927 is from Deputy Chief Engineer Jiro A. Sumach, dated <br /> September 15, 2000 transmitting Bill No. 321 for the Council's review and consideration. Mr. Sumach <br /> states that the Department of Public Works is working on a project to improve pedestrian and traffic safety, <br /> <br /> and circulation at various signalized intersections in downtown Hilo. This project include a proposed lefr <br /> <br /> turn lane and traffic signal improvements at the Ponahawai Street/ Kilauea Avenue intersection. <br /> Mr. Sumach informs Your Committee that Ordinance 98-62 (effective date July 2, 1998) eliminated 9 <br /> <br /> parking stalls to accommodate the proposed left turn lane on Ponahawai Street at Kilauea Avenue. This <br /> <br /> ordinance was not implemented sooner because the downtown traffic safety project was still in its early <br /> stages and had not progressed to Ponahawai Street.
